Open Access means free and unrestricted online access to scientific literature, without economic, legal, or technical constraints.


Definition

Open access [to peer-reviewed scientific literature] refers to its public and free availability on the internet, allowing any user to read, download, copy, distribute, print, search or link to the full text of articles, anilyze and index them, transfer data into software, or use them for any legal purpose without further barriers (legal, technical or financial) except those related to internet access.

The only constraint regarding reproduction and distribution, and the only function of copyright in this context, should be the protection of the integrity of the authors’ work and the right to be duly recognized and cited.

Implementation

1. The author and the rights holder must ensure to all users the right of free, irrevocable, and universal access, as well as the authorization to reproduce, use, distribute, transmit, and publicly display the work, and to create and distribute derivative works, while still maintaining the attribution of the original intellectual authorship.

2. A complete digital version of the contribution must be deposited and subsequently published in at least one online archive using appropriate technical standards, supported and maintained by an academic institution, a scientific society, a government agency, or any other recognized organization that pursues the goals of open access, unlimited distribution, interoperability, and long-term preservation.
